The Texas Department of Housing and Community Affairs (TDHCA) posted a proposed Multifamily Direct Loan rule, 10 TAC Chapter 13. The proposed rule provides additional guidance on complying with federal requirements, such as site and neighborhood reviews, relocation and prevailing wage. It makes limited allowance for previously ineligible adaptive reuse proposals, further describes federally ineligible costs and provides that allowable loan structures will be described in each Notice of Funding Availability. The rule revises the timeframe for submitting environmental reports and disbursements.
